We do not consider issues with refuse bins as antisocial behaviour. They can, however, lead to health and safety issues.
If a neighbour is continually using your bin, you should speak to them first. They may not understand how annoying this is for you.
You should contact us if rubbish is being left in the bin store or if bins are not being emptied as required. We may arrange a site visit to assess the issue and speak with the neighbours concerned, if they can be identified.
If we do not supply the bins and the problem persists, you should contact Fife Council for advice.
