Permission must be requested before installing CCTV or any other video image-capture device. Compliance with data protection and privacy laws will be considered before this is granted. Appropriate signage must also be displayed.
Users may be exempt from complying with data protection law if the device only captures images within the boundary of their home. To be exempt, the sound recording must also be turned off. We would not consider the use of equipment under these circumstances to be anti-social behaviour.
Equipment that captures video or sound recordings outside the boundary of the user's home must comply with data protection law.
If you have concerns about someone using recording equipment, you could try:
• Contacting the person – if you are concerned about talking to them in person, try writing them a letter.
• Asking why they are using CCTV – people usually install equipment like this to monitor and protect personal property. They can make the user and their family feel safe. If you understand why they are recording, it may put your mind at ease.
• Explaining your concerns – the user may not understand why you are worried about being recorded. If you explain your reasons, they may change the position of the cameras.

If you remain concerned, you can contact your Housing Officer, who will assess if it is being used lawfully and proportionately.
